Im creating personas for an international website. e.g. both france users and uk users will use the same website (exchanging money).

There are specific segments of personas - e.g. small business owners and landlords etc. that I need to design for.

However, do I need to separate them out per country. Their goals will be the same for each persona segment but they're behaviours could be different I suppose if they are from different countries...
