I agree, the skip link should always be at the top. The question is whether it is better to have the main menu before the content or after the content in the markup.

What background colors would correctly describe level of importance of item on the list
I feel like there is something obvious that is missing aside from colours. Why not also have a "Customer type" column that has the text of each of your options. I feel like colours are good for grouping but not necessarily conveying meaning.
