If you are writing prose a . (full stop) is there to show a separation between sentences. If you only have one sentence, then it really doesn't serve a purpose, and so isn't needed.
Hence, if it's a short notification message of only one sentence, you should leave it out. If it's a longer message of several sentences, then you should include it.
