I had the same problem years ago, so iI came up with html SELECT-OPTION to realcereplace the checkbox that. That way, it would be more clear for the users the ON/OFF state.

<select>
    <option value='OFF' selected>OFF-STATE</option>
    <option value='ON'>ON-STATE</option>
</select>

Really don't knowI'm not sure if that's a good practice. In, but in my case the users were not so familiar to forms/controls.
