A wireframe is a visual representation of the user interface that varies in the degree of fidelity to the actual user interface depending on its purpose.

A wireframe is an artefact produced for the purpose of representing the proposed functions, structure and content of the intended interface design. It may be used at early stages of concept design and testing, or to encapsulate a more complex design without including all the details.

Wireframes separates the visual elements from the underlying implementation details so that it focuses the audience attention on the content and general purpose of the interface rather than low level details such as the styling and interactivity.
