Usually non-interactive text on in UI used to guide the user as to what information is needed or presented.
This tag should be used on questions that are asking about things like the placement, size, colour, font etc. used for labels; how labels are displayed in right-to-left languages; etc.
Questions on the wording of labels are usually too localised, unless you are asking about terminology and jargon.
