I think I felt something similar when I used a screen reader on a website for the first time. Surely we can do better for people with disabilities than just meeting the standards for the sake of compliance. | |

If the current web site has options for phone specific controls then one. If you have an older technology then it may be cheaper to have a separate site for mobile. If the current site was not designed for vision or motor impaired it might be cheaper (and better) to build a separate. | |
