I think I felt something similar when I used a screen reader on a website for the first time. Surely we can do better for people with disabilities than just meeting the standards for the sake of compliance.

If the current web site has options for phone specific controls then one. If you have an older technology then it may be cheaper to have a separate site for mobile. If the current site was not designed for vision or motor impaired it might be cheaper (and better) to build a separate.
