I don't think it is a good idea to show a toggle button because it requires an extra click in order to comment.

Feedback from users is always a good thing and in order to increase your chances of getting the user to provide you additional information you need to remove as many barriers to entry as possible. So hiding the place for the user to comment behind a toggle switch is one extra barrier to entry.

Just make sure the place to comment doesn't demand attention and is clearly optional...
