If it's really the truth that a passenger's unattended laptop which failed to suspend can knock a 747 out of flight because of WiFi, I don't know that I'll ever fly again.

First recommendation: move the color to the actual "background" if you need it, but to the header if at all possible. The actual page background, for readability's sake, should be white. Frame it with your background, or use a header.

How can I tell if a user has JavaScript disabled? Is there something in the headers or do I just try to perform an operation and if it doesn't work, determine that JavaScript is disabled?

@DisgruntledGoat Genius. That could actually work. Then, when submitting it in my form, I could validate that the selected territory matches the selected country, or than no territory is selected for a given country with no territories.
