Indeed. Either you have customization (in which case it should also take care of the choice Dutch vs Franch), or you don't, in which case offering more language options is not more expensive. In fact, simply offering the same list of languages to all users would be the cheapest option, and probably the best.

Imo, tooltips should either appear always appear or never. I have not yet seen any application where the tooltips stop appearig after a while.

This reminds me of a certain app that showed 2 buttons on the screen: Yes and No. Above these buttons a question is asked to the user: "Do you have a small penis?". When the user points the mouse cursor toward the "No" button, the button started moving so you where not able to click it.

Crazy is good. If you have crazy users ;) I'd say thinking out of the box is certainly good, with the downside that it can lead to very bad solutions.

Well, the second (XOR) is impossible to read. So that should answer your question. And to give you a lttle background: it exists because it is technically easy to program: it's just a matter of inverting every pixel. The first thing is harder as it requires to keep track of each pixel's original color.
