@Lèse majesté: ISO 639 does distinguish them; you just have to use the 3-letter codes. Taiwanese is a dialect of Min Nan (nan); Cantonese is yue; Mandarin is cmn. There simply aren't enough 2-letter codes for all the world's languages.

More specifically, this is ISO 8601 format. The standard allows several variants. For human-readability and simplicity of parsing, RFC 3339 requires YYYY-MM-DD.

@Tony_Henrich: Nowadays lots of sites use this. For example, google.com redirects to google.nl, google.co.uk, google.sg, etc. for users in those countries, and it automatically fills in your location in web search. Youtube pops up a message saying that it has set your location automatically (and allowing you to save it).
