If it is council tax, the system must know how much you owe. I would also add some confirmation on the free text box if the amount is greater than the total outstanding amount, just to catch mistyped errors.

What is interesting is that it does give a degree of separation between the bar and the content, which I suspect is deliberate. Google wants to be the portal for everything, not just a search engine provider. So they have the top bar indicating all of the things they do, and the trivial content of the actual process comes below - sometimes full width, sometimes not.

Actually, same row or not, making one feed the other, as a starting point will give a sense of connectedness. Maybe, if the timezone is set, the countries list could be reduced to those in that timezone.

It might be appropriate to show an estimated shipping price - maybe for the country you think they are from - but as @user12999 points out, this may vary. If, in your situation, hte shipping cost is fixed for an item, then show it as soon as possible. Just be aware that this is an either/or, and not easily switchable if they decide to have variant shipping.

For first use of a new computer it makes a lot of sense. From that point onwards, it doesn't, but by then, you know what you are doing. So it makes sense, actually, although it is odd.

As a rule, keeping the 3rd party site branded the same is good, even if they then have their own ( smaller ) branding. It gives customers a sense of security. Alternately, giving users a list of options, so they choose to go to another site.

I was trying to point out that it is not just the early design stages that can affect the performance, but the UX people need to be involved in performance monitoring right through the process. And it is not just about page design, but also what is expected of the page. Performance needs involvement right through the development cycle. And UX needs to be involved in performance right through.

@BennySkogberg some do, but they often want better quality juice to, and so pay the extra 10% for better juice AND better opening. On the budget end, this is not cost-justifiable.
