What is interesting is that it does give a degree of separation between the bar and the content, which I suspect is deliberate. Google wants to be the portal for everything, not just a search engine provider. So they have the top bar indicating all of the things they do, and the trivial content of the actual process comes below - sometimes full width, sometimes not.

Actually, same row or not, making one feed the other, as a starting point will give a sense of connectedness. Maybe, if the timezone is set, the countries list could be reduced to those in that timezone.

It might be appropriate to show an estimated shipping price - maybe for the country you think they are from - but as @user12999 points out, this may vary. If, in your situation, hte shipping cost is fixed for an item, then show it as soon as possible. Just be aware that this is an either/or, and not easily switchable if they decide to have variant shipping.

For first use of a new computer it makes a lot of sense. From that point onwards, it doesn't, but by then, you know what you are doing. So it makes sense, actually, although it is odd.

As a rule, keeping the 3rd party site branded the same is good, even if they then have their own ( smaller ) branding. It gives customers a sense of security. Alternately, giving users a list of options, so they choose to go to another site.
