You could opt to make "the candidates page" into a button. That would stimulate more and take some of the attention away from the list of stores.

Then I'd definitely won't go for the drop down list. Although I'd also try and look at your conversion. What is the primary action you'd want the user to take? The online vote or the "analogue" route? The brick and mortar stores get more attention in your current mock-up.

You should also consider accessibility by checking for contrast between fore- and background colours.

That could be a solution although it could increase fill-out time for the form by a lot. Users cannot see all the options and when you have lots of these combo/select boxes it poses a readability/scanability problem.

Also scanability is improved after you've filled in the forms. You can easily see which boxes are checked. This holds true for longer lists ofcourse.
