comment Tab Overflow: What to do when I run out of space for yearly tabs?
I was thinking about this and depending on how this is being maintained, it may be more difficult to keep the tabs going over time. Each year you will have to change the years on the tabs and add the oldest to the "Older" tab. Not that bad if you have code dynamically generating the tabs anyway, but if you are manually maintaining it might be a pain.

comment Best practices for a sidebar on a blog
Just like anything, you want to make sure you are adding elements because they are useful, not just for the sake of having them. I recently did a site for an internet-based sports radio show and I included a widget for listening to their current/archived broadcasts. I also included a spot for their current poll. Both get quite a bit of use so they are good additions to the sidebar. Elements like tag clouds may not be as useful because they are only duplicating functionality that exists elsewhere on the page. I could probably find a search box a lot faster than a tag cloud to find what I need.

comment Are 'hints' or 'tips' popups a good idea?
The user's definitely need to be able to turn them off. I would also recommend looking into an alternative to actual popups, since they can be blocked. If it's available, I have made use of tooltips via jQuery that are attractive and don't get blocked. I would also add that you should make sure all of the tips are essential. It's just garbage if you show tons of tips all over the page. Best way to draw a user's attention to a feature? I generally feel popups should be avoided whenever possible. Color can be effective in drawing a user's attention to something important.

As far as the users to notice the feature, you may want to look into a way to have them display briefly on load and then disappear until they hover over it.
