Canada. From wiki: "In some parts of Canada, a flashing green (known as Advanced Green) light signals permission for a left turn before the opposing traffic is allowed to enter the intersection (i.e. oncoming traffic is facing a RED light)." As it turns out, Vancouver doesn't observe this meaning.

No, because a blinking green light means something completely different - it means the lane facing the blinking green light is the only lane moving, and can turn left, right, or go straight without yielding.
