Do people really want to look at multiple windows at once?
From that quote and skimming the document I think you are significantly misinterpreting it. The comparison is between small and large displays, given multiple tasks. It doesn't read like a claim that people want or are more productive with multiple windows on screen at once. It's not even clear to me that '4 active windows' means on screen at the same time (maybe I missed this). Personally, I think fullscreen makes sense until screens get really big (bigger than average screens now).
