Why you need a visual hover state if user already see dropdown menu options under the top bar? First option will do the job I think, especially it is more eye pleasent.

Please, give us some more details on what problem your are trying to solve with this "Options". I can only say that their are not equal, and you can't just switch between them, beacause they gives different meaning and opportunities to users. It very depends on what you want to accomplish. (have you seen that? nngroup.com/articles/checkboxes-vs-radio-buttons)

Please consider how often your users will take different actions. For example, if they will "searching" or want to "view their current location" for most of the time on your site, then appropriate buttons ought to be more easy to press (middle/bottom of the screen, fab). Actions/screens with less priority can be placed for ex. under hamburger menu.

But this is not a case :) Add/remove location is in new activity which is trigerred by click in location textfield. My problem is more about how to show locations informations when user choose maximum number of it. (3)

If you really need to have "Next" button to confirm, please consider to place it at a bottom of the screen - it will be much more easy to tap, and made your top ActionBar clear from navigating options.

Ok. Mobile app structure is ideally for multistep. You want user choose a location and then click "Next" button - it's more web behavior for me. Why just let user choose and automatically move him/her to next step (next screen)??

NEXT - is navigatin, but DONE/SEND - is action. iOS have very different UI patterns and Different Guidelines. It is impossible to do good Android app by just taking from iOS UX. Please read Android Design Guidelines and everything will be clear.
