I'm honestly not 100% sure of the proper way to decide what condition(s) should exist that make it worth the clutter and complication of presenting an option for users to save a draft. (Thanks for your clarifying question Andrew Leach)

@JonW If you scroll down on the Bothsider issue page, you'll see options to add Tweet-sized comments supporting one answer or the other. Even so, posting here seems like the best place to get great feedback from awesome UXers (is that a term?)
