comment Defaulting to the sign-up form?
From observations that I made, mostly my friends and co-workers, using facebook/twitter/tumblr/linked in and so on... never clean their cookies so the websites are logged in. The user doesn't need to click "remember me" for this to work. To be honest I don't have world-wide stats on this so you might be right.

comment Website “splash screen” instead of homepage or with it
I can see where you are coming from but in this case the modal wouldn't be used as a new content display. I'm suggesting the 1st content[section or div] of the HTML page stylised as modal(overlay) as if it's laying over the homepage. This way the tabbing wouldn't be an issue as well. hope that makes sense...

@JonW Yes that is true, I'm saying that he shouldn't use it. And only if it's a must they could use modals, github.com/jschr/bootstrap-modal here is a nice unofficial bootstrap modal that works well for mobile. Not quite sure what problems it could cause in terms of accessibility, might be wrong...

Groupon example shows sing-in page in your example, and sign-up as a small link. But you are right the website asks you to sign up and gives you a small link "already registered"

comment Colour stripes in chart
@Peter this is terrible! use 1-2 hues(colours) on black/white background and reduce opacity by 10%, same hue(colour) and nice effect: peltiertech.com/images/2011-05/piesbyparesh75.jpg because this is pretty much what you are doing by adding lines

Could you give an example, images, colours? you can always use shades of the same colour to help the communication or make the a little interactive - on hover. It's hard to understand the problem.

It's interesting how file 1 is mandatory but the user can upload file 2 if file 1 is not present. I think that is confusing.

comment Should I present payment options in an accordion?
This step is actually adding beneficiary, the user can choose to enter both methods. So when the times comes to make a payment they can decide what method they want to use.

comment Should I present payment options in an accordion?
Users are allowed to have 2 payment methods that's a feature of the app. I was thinking about dropping the radio button, and showing both options to the user.

comment Tell administration environment apart from the operational one
Does this cause problems to your users at the moment? easiest changes would be colour and logo with the environment next to it or something similar.
