Could you add more detail (perhaps at the technical level) about what you're inferring with "screen to screen flow?" That may help with some better answers. Adapting desktop sites to responsive breakpoints is generally a bad idea, though.

Going mobile shouldn't add bandwidth. Empathy is the defense here. If a user is on a mobile device, there is a considerable amount of latency that is inherent with mobile connections. For that reason, pages should be even smaller (not larger) than their desktop counterparts.

My first-hand experience with the eyetracking hardware mentioned in the post you suggested was that although it lost tracking a few times, it's extremely valuable and useful. If the budget is there, I'd say it is definitely worth it.
