If you have to use a ticker, make it more usable like stopping the scrolling when the cursor is on top.

This can be a legal issue. Having a checkbox might have a stronger legal case than a button. Since with the button, the user could say "oh! I clicked the wrong button" or "I clicked out of habit". Having that extra step, the checkbox, would prevent that.

Like Andreas said. I use OpenID to remove the burden of storing passwords, I would suggest you add as much options as possible (facebook/twitter/google/...)

In my systems, if I can detect that someone is actually trolling I let them in their own little world (ex: Pretend the form was submitted). Some of my system have an internal reputation system for IP and Users for admin to look at. I've seen some forum actually letting the user post their message but only them can see it, so to them, it looks like no one is giving them attention.

The button are associated to the frame. It would be different on a touch screen where the finger would move the vision.

I'm pretty sure it was just a marketing scheme. When google started, search engine were really really bad. This button was to show off the power of their search engine.

Give incentive like points/karma. But a very important thing, make sure the submit button works even after 2 hours. The worst part would be to lose everything that was written down.
