comment Can the “$” symbol be safely considered as universal when making a graphic depicting money?
Interestingly it is an available key on French, Danish, Norwegian, Swedish, Finnish and Estonian keyboards (taken from Wikipedia). On my keyboard it is shift + 4 for the key ¤. Have never used it for real, just as a debug output and things like that. Due to it's resemblance, it is also commonly known in Sweden as "hornmina" which translates to horn mine (don't know the english word for it), but it is a type of naval mine. en.wikipedia.org/wiki/File:Mina_morska_typu_M_1908-39.jpg

comment Back button look bootstrap which one to use?
thanks for the extensive answer, I wouldn't say that back is a primary, since you almost always will do submit instead of back, so its a secondary. I would like to have as few exceptions to normal bootstrap/css as possible.

comment Make people understand they can click on a button in a flat design
Since the one asked used the term "click", I just used the same. The "device neutral" action would maybe be called press/select/activate/hit/choose

comment What are good UI patterns for selecting exactly two items from a list?
When both are selected, and the user wants to select #4 instead, how do you know which ball to move?

Yes, it's better to have two lists with a limitation of one. Good example
