I would go with this solution, however wouldn't bother with the order. A couple of simple things: 1. A tap/click selects one and puts it into A or B (whatever is available). 2. A tap on a selected item unselects it, and makes wherever it was (A or B) empty Try not to introduce any other mechanic here, like hovering, and if the task is to compare two items, it doesn't really matter in what order they are selected.

Thanks for your answer! Context: On a tablet the iPad renders the dropdowns in a bubble, which keeps things in context. (What i do like about the iMDB iPhone app, that it displays which movies i rated with the same number of stars) Bias: You don't necessarily have to default to any rating (I would use blank)
