It's also described in The Highway Code rule 13: "Segregated routes may also incorporate short lengths of tactile paving to help visually impaired people stay on the correct side. On the pedestrian side this will comprise a series of flat-topped bars running across the direction of travel (ladder pattern). On the cyclist side the same bars are orientated in the direction of travel (tramline pattern)."

German keyboard layout is much more complicated to allow a greater set of characters. In fact, QWERTZ was the standard layout for Polish keyboards which has now been mostly replaced with QWERTY based so called "Polish programmer's keyboard". Still, it's all just a comment, "could argue" and "perhaps".

Ok, the question is not specific enough. It asks about "standard keyboards" but it's quite clear it's about the US standard keyboard (QWERTY) as that's the layout where "=" doesn't require Shift.

You could argue that "=" sign is used more frequently than "+" in programming. And, as suggested by Nate Kerkhofs, perhaps first keyboards were optimised for software development.

@JonW oh, I agree. I was replying to I've never heard of culture being used in this way before. It is being used this way but only/mostly in technical contexts so not the best choice elsewhere.

@JonW 'culture' is a perfectly valid (technical) term in this context. Quote: The predefined cultures [...] provide information such as the language and calendar used in a country/region, and the text conventions from MSDN Create Custom Cultures
