That is true but the BBC isn't just a UK company, they do operate around the world so a .com is fitting. I agree that most people will just try .com first and go from there.

@JoshBruce Based on that (thinking of other coming to the question) I am going to accept Charles answer as it will likely be most suited to other peoples needs regarding similar problems. I'd like to point out though that this answer is the solution i will be implementing.

I quite like the term "active" but it sounds awkward when put into context. I think I will settle for "Publish" after waiting to see if there are any alternative suggestions.

Make public is very much NOT the word to use. This isn't going to be public in any sense. It is going to be accessible only to a handful of people that the admin has added to a members list.
