comment Is this a good way of attracting a user's attention to a message?
To be honest, I don't feel like I have enough context around the flow or rest of the application. As a general notification, I would have to agree with JohnGB. However, there may be other factors to consider if you share more of the process flow and layout - it's understandable if choose not to.

comment Changing navigation weight on sub-pages
ESPN does something similar to this with the various sports. Instead of sub navigation being right next to squirrels, they put it to the right.

comment Colour status notification for admin
I came here to say something similar about color blindness. Personally, I would put it inside the box and make it something playful; like a smiley face in the green, a "serious" (:|) face in the yellow and a sad face in the red.

comment Does smooth transitions faster than you can consciously perceive improve the user experience?
This is why we have these transitions, personally. It allows us to indicate to users with slower machines that the system is still working, albeit slowly.

comment Should we be aware of bandwidth concerns given recent data-plan pricing changes?
It's an interesting question, I think what we'll see instead is a trend toward low cost personal hot spot-esque providers. Cell phone companies are trying to milk the trend of consumers using mobile devices over traditional connections. I don't blame them, but I think it's only a matter of time before low cost providers step in to take a chunk of that change.

comment “Here will be your logo” - any idea how to visually represent this to a client on a demo website?
What thatuxguy said, a generic image with the text copied over the top. Scaled to size, of course.

comment When shortening time expressions in progress dialogs, should they be rounded up or down?
I agree with Ben, in this case (not all) it is better to under promise and over deliver. I would suggest rounding up within reason.
