Maybe my example is misleading...I don't know how long each step will take to complete. I know some are longer, and some are shorter, but not enough to be able to put a time on it. The time in my example represents elapsed time for the current step.

They mean something to the user only in relation to how long they take. So, users probably know to expect that certain steps may take forever to complete.
