I think the idea of using the icon as a hook to place a tooltip is a cool idea, but would the content in the validation message be enough? What kind of extra tooltip would you include with the icon?

In this case, the designer was going for as clean a look as possible, so he opted for showing just placeholder text rather than the label above, but we wanted to ensure that once the field was focused, there would be no confusion.
