Why do most public toilet doors open inwards? I don't know of many bathrooms that are intended to hold 50 simultaneous people. Also, note, your source is a single US federal law. State laws or other federal laws may apply (And besides, the poster is in the UK). It's likely a federal law because of some black Friday event that was well publicized.
