The biggest issue is the contact form, it needs its own page, it has 40+ fields. Crazy I know but it's heavily regulated. I think the best thing to do is go with a combination of what I have in the first mockup, with users below the role table, but to add an option to add a user directly from the drop down selection, as you have it. Then the user section is there if needed but isn't essential to the user carrying out the task. Thanks for your input!

At the most basic the user needs to be introduced to the roles concept and then shown that additional users can be added to fill those roles if desired. (Sorry for all the comments!)

I appreciate the proposed questions. It is possible for a user to be in more than one role, the default user is assigned to each role initially as mentioned and new users can be added to one or all roles. If it was just a matter of adding a name for additional users I think the UI would be nice and simple, similar to your example but with an inline field for a new name, but because there is this compulsory long form for each user added it needs to push the user to a different page and a back-and-forth is inevitable.

My initial thought was that we would capture the details of additional users in the second step, but as they are likely to be unfamiliar with the roles required we need to introduce that concept and show the roles first. Whatever solution is used the user will need to go back and forth between roles and users if additional users are needed. The form to capture details for each user is quite long (by law).

This is the only place where roles are defined and additional users managed or referenced. The first page of the license application captures the details of the person filling out the form. In approximately 50% of cases they will be the only person associated with the application and so they are by default initially assigned to all roles. So managing users is purely a 'sub-section' of assigning roles.

It would, but there's nothing to manually 'save' on the other tabs. If a user is deleted or edited it will be submitted to the server-side either using AJAX or through a page reload if the user has JS disabled, and adding a new user involves moving to a separate page and filling in that user's details, there is too much detail to capture to use an inline form. Is the user is assigned to a role and then deleted the role will become unassigned. So the 'save' button only relates to the state of the assignments.
