I think by pressing a button to change the language people expect to see the whole website in this language, and not only the article's or the website's navigation.

The same applies for all languages.

comment Should I reload only those areas of site where data has changed?
the title says "Should I update only those areas of site that need update?" I am giving him a reason not to.. Does that make sense?

I do not think if I look at a page that is made to serve USA users and I am from Europe I will get angry as long it is clear for me what is the month and what is the day. If one gets angry over something like that.. one should see anger management professional! :D Again, if you are making someone to learn ("training everyone in the world to use ISO 8601") something only to be able to read a properly the data and time of a article that is a BAD UX. Do not get me wrong that I do not like standers; I love standards - just not where they could cause confusion. :)

I am sorry everyone, I mat to say Middle Endian not imerial. Good catch @KeithThompson.<br/> If you want to design for good UX you should not have to "indicate on the page which one you're using"! Every time you make a user think about something you are failing at good UX.
