I'm a working User Experience consultant who has been in the UX industry since 1995. I have a degree in Interactive System Design and have worked on TV Services, websites and mobile operating systems. I've previously worked for companies like John Lewis, BBC, Sky and Orange.

Mobile optimisation of a site, as you no doubt have told him, is far more than just layout. Optimising the navigation and UI elements, the way content is presented etc can make a big impact on usage for the user.

Any UX question like this cannot be answered without a full understanding of the intended audience. I've not talked to your end users and I hope you have. They should tell you what they want in terms of support and how they would prefer to have it.

I would say a better way to view it is that UX feeds development. In agile terms UX provides stories and supplements (and informs) the backlog. If working correctly developers will have input into the UX process, just as visual design does.

And many organisations (like the BBC) have issues with definition of those roles and people stepping on each others toes. A good agile team will allow people to work outside of their description and too their strengths. For example I don't want a creative director who is weak in core UX doing UX work - as often happens at the BBC.

If you're focused upon User Interface chances are a better job title is interaction designer. UX is not (just) UI.

In some ways the previous experience was better because you could see the options. Drop downs hide away clues for the user to follow and are recommended only when space runs out. Lists provide more clues to users than drop downs.
