Is User Experience varies according to the Country/Region. For example we design a web based application how we can evaluate user experience of the application.

Generally when we develop any web based application whether we need to consider for which country/region or kind of people we are going to target. and how we can evaluate that. – Ravi Kumar Feb 19 at 11:16

This is called 'software localisation'

There are some books on it (which I currently can't remember the titles of). There are lots of little cultural problems you run up against.

(Spelling; number formats; date formats; significance of colours)

(Try searching on here using the search term 'localisation' for some of them)

Ideally...

...What you should do is get the software tested by users IN the target culture, using researchers FROM the target culture. This can get expensive.
