In summarized report dashboard with the multiple graph representing, company performance snapshot, should the filtering controls affect all graphics or specific graphics?

It may depend on how closely the widgets are tied to the summarized report. But, in all likelihood, the answer would be yes.
In one example, say the report is for YTD Sales, and the widgets represent Geography, Sales Rep, Territory $, and Product Type, then a filter, like a Date Range, would apply to each of the widgets.
If there is a need to use a filter to make the parameters more finite, then you might think about adding a separate widget for something like Sales $ YTD, that keeps an overall comparison, but allow the user to drill down to specific date ranges.
This is only one example and I am sure there are many others that are exceptions to this.
