I'm looking to put up a website with worksheets that I make and they will need to have graphics in them. The worksheets will be available for download for free. Where can I find images that I can use in these worksheets without infringing on copyrights? I'm not sure I can just use free clipart.

For free clip art, try the Open Clip Art Library, which is a large collection of artwork which "may be used in any project for free with no restrictions".

Another alternative is to obtain a suitable vector drawing tool and create your own graphical elements. Inkscape is a highly respected free and open source drawing tool that is well suited to this purpose.

For free stock photography, try Flickr, and search for photos that carry a CC license compatible with your intended use. Do be careful to limit your search to those photos that carry a CC license, and respect the licenses of others that have chosen to keep "All Rights Reserved". That said, a polite request with a clear statement of how you intend to use the image might get you permission as a large number of Flickr users have merely allowed the site's default license selection to stand without actively choosing to restrict use.
