The Programmers Stack Exchange has a question, "Is software innovation still primarily North American and European? Why, and for how long?" I would like to ask the same about UX.

Fields like software engineering and business process are known for doing a good deal of outsourcing, and I know at least several software developers who have found work as expatriates. Is UX still a chiefly North American/European discipline? Wherever user interfaces are being developed, there is a use for UX practitioners to share their knowledge. To what extent is this being done outside the West?

What are some of the companies in East or Southeast Asian markets that have UX teams? Do you know of UX practitioners who have done consulting in these markets and written about how they became involved there?

The difference between your question and the programmers one is that the p.se has a specific answerable question at its heart (although judging by the comments not everyone agrees that question is appropriate for that Q&A site). Your question is highly discussion based. You could almost write a book on this subject. You are asking 'To What Extent...' as well as asking for examples of companies and practitioners. For this reason it's not appropriate in its current form as per the FAQ. If you can tighten up your question so that it can actually be answered here we'll reopen the question. – JonW Apr 14 '12 at 7:13
I find the Programmers question a dubious fit at best, it's a discussiony, Quora-y question that's localized in time and bad subjective in that there are hundreds of opinions and few useful facts to be found. – Ben Brocka Apr 14 '12 at 13:11
